Does TikTok remove the comments or do they have to be reported first?

I'm not sure how to exactly word this question so forgive me if I'm confusing. When a comment is removed for violating the guidelines, it is always because someone reported it or does TikTok remove comments on its own without a report from someone?

I think they have keywords that they automatically remove. If it’s instantly taken down after you type it, it was tik tok.
