#cat tax is a joke, works sorta like an ice breaker. When the TikTok refugees had their first arrival at Rednote, they didn't know what's going on and what to do. Chinese welcomed them by a seemingly bureaucracy-inspired requirement: just like how you pay tariff when importing goods, you pay cat tax when entering Rednote. Which means you'll post photo of cats. In this way people of different origin established a common ground.

The ban isn't really about privacy concerns

Why exactly? You and me know why America is banning tiktok... They can't control the narrative their like they do with Facebook or Instagram YouTube. etc The genocide in Gaza was being shown in its full without any kind of censorship...
