The tooltip for "ignore" essentially says it treats monster resist as if it's 0, no matter what it would be for any other reason. This means damage of that type can't benefit from curse and exposure. Of course, the other elements still exist and people are usually doing multiple damage types these days, if only from "extra" damage.
There's a cold notable on the tree that's "ignores non-negative while mob is frozen." Invoker has the same for critical hits. The way this should work is that if a mob has 30% resists after all exposure and curse effects, "ignore non-negative" will set it to zero (but in that case you didn't need exposure and curse). If the mob has -30% after exposure and curse, "ignore non-negative" does nothing. I can't say how it interacts with Rakiata's Flow because I've barely played with it. All my builds have found it straightforward to use curse and exposure.
