How do I find the "Royal Access Chamber"

Hi, since I play SSF I'm usually way behind. Just started my first char last week. I have this quest to kill the royal architect (I assume this is the Xipocado dude in the architect chamber). When I kill him and access the console I get a bunch of options to place rooms (see screenshot) and the internet tells me that the access chamber can be listed there. Is it super rare or something? I've killed the architect like five times now and I'm almost lvl80. Anything I can do to make it spawn quicker?

Click on Console located in the same room, select royal access chamber, place it

Do you still have the quest? The quest says to kill architect at lvl75+. Once you complete the quest the access chamber should just auto populate in your temple. The architect is the boss in his chamber. You also get a special room card console after killing him.
