Herald of Ice not proc'ing for my oracle ice wolf

I can't figure this one out- somewhere along the way my herald stopped working, as I don't see it's icon pop up in active statuses. Freezing stuff fine with Lunar Assault.

I've checked the weapon set assignment, swapped weapon sets from I >II and back, tried cutting another HOI gem, same result. Checked my gear and passives to see if anything might prevent it.

Can someone see if I've missed something?

Are you using elemental focus or a phys support that says no elemental dmg or ailments.

Is it set to another weapon set maybe than your main skill?

Craft another gem and check if the problem remains. I had this happen to me with cast on critical.
