What's the meanest Amazon offhand?

Sacred Flame, Palm of the Dreamer, Palm of the Eye. I have max roll +% extra on each but struggle to tell which is hitting hardest. T16s get mostly screen wiped, bosses are hard to test against, and my temple is under construction.

Before you say look at ninja, the leaderboard is half disgusting bow virgins and half glass cannon hideout heroes. I throw spears. Beyond that, my build is whatever it needs to be (Lvl 97). I've tried LS, Twister, Det Lance. They all seem similarly impacted by the subject of discussion.

Part of what's confusing me is Rakiata's which doesn't show on dps. It's obviously great but does nothing for Dreamer and is neutered by Sacred Flame (I think?). Palm of the Eye gets full benefit from Rakiata's but Sacred Flame has double +% extra. Also, I'm liking chaos inoculation quite a bit which negates some of the value of Dreamer, but chaos and gloom seem strong af, esp paired with the various chaos lineage supports.

Does anyone have strong opinions about this topic? Which offhand has the most potential for a Lvl 97 spearchad with about 1.5k div net worth? I want to lock in the bis offhand so I know my res requirements when I splash on new rings.
