Skittering Catalyst + Omen of Catalysing + Perfect Exalted Orb for Cast Speed. Then use an Ancient Collarbone.

You could desec block an attribute or mana regen to take out the high weighted options and then cata slam and pray

I think you are ripped if Not Lucky. If you frac a prefix you wanna finish he Suffixes first. You can go with quality + Omen but idk how you could Safe + lvl if you hit a Bad highlvl mod and whittle wont work.

Why is 30% global defences better than 50% ES? I thought for pure ES builds the latter would always be preferable even if you have a few 0.Xk armour from unique

Desacrate and reveal. If can't hit anything good (cast speed, crits) just pick whatever high weight option to block. Then catalyse with caster or speed catalysts (whichever is cheaper), omen of cata. exaltation + perf. exalt and pray. Hit good? Great. Didn't? check whittle, or omen of light, reveal again then whittle after. Max 1-2 whitles I'd say, more than that you're better off with a yolo dextral anul omen. Worst case (1/3) you remove +3 spells and can restart. I usually restart right away if suffixes don't land, it isn't that expensive to chaos for +3 skills again

I spend 4k divs (all my currency) last night trying to craft a similar amulet and ended up with a dumpster fire.

Obviously you want cast speed, but what other 2 affixes would be desirable after that? Max mana %?
