How can i craft something like this starting from fractured base?

Probably chaos spam the second mod. And then exalt annul the third. Finish with desecration.

I'm not aware of proper jewel crafting.

Or maybe recombination? I'm not even sure if you can recomb jewels.

But you just need the mods themselves and then you can divine them.

Yea I made a lot of those back in 0.2 for magnitude stacking. With the newer crafting options, you can:

1. Bulk buy jewels with the max rolled mod value that you want
2. Mass fracture the jewels, set aside the failed ones
3. From here you just spam the jewels with chaos orbs until you get the 2nd good mod
4. Exalt annul the 3rd mod, if bad, just reset with annuls
5. Desecerate the last mod or yolo exalt/annul
6. If unlucky then just reset with annuls

That's the cheapest way to do it. You can also desecrate + omen of light the 4th mod, but that will add more cost and you can get unlucky.

There are a lot of good ailment and crit mods available, so you'll still end up with a really good jewel even if you don't get that exact one in the picture.

What’s your budget? If you need to get 4 of them exactly like that you’re looking at spending a lot of currency crafting them

I had no idea the ailment mods were so desired..

buy jewels with max rolled desired suffix (there are more suffixes then prefixes on sapphires), desecrate prefix so you get it down to 3 fracturable mods, fracture, if you get what you want annul down to 1 mod more then fracture. Chaos spam for next mod, exalt. If mod good, desecrate. If mod bad, annul. If you hit the good mod, return to chaos spamming step. If desecrate bad, annul (jewels are only worth omens of light if you value your time more then your divines). If you miss desecrate, annul again. Return to appropriate step. Keep going until you have your set of 4 desired mods. Now you grab your divines and kiss goodbye to a lot, since hitting 3 almost perfect rolls is painful.  Good luck!

I craft sapphires didn't know this base was so expensive will craft couple and put it up on the marketplace.

Buy bases with your wanted fracture stat and use a fracture orb.
