Spymasters will kill each other. Only thing you can do is lock as many as possible going from the start of your chain.

Yeah, I also found out quite painfully that any kind of greed, i.e. building additional rooms, try to run architect/atziri and similar, are just not compatible with building a temple risk free. The right way would have been to just wait long enough for any room or road to destabilize before going on.
