When clarity and vitality are working?

Hey, I can't really understand this. When I put clarity or vitality on my herald of ice does the effect from them applies all the time? When I do put them on, value of my life or mana recovery in character section do not change a bit so how does it work? Same situation when i put them on savage fury instead of herald. Values don't change even when i activate skill.
