Oil barrage slow attack wind up

Well I have Druid oil barrage build I found and for some reason my attack does three wind ups before actually attacking. It’s very annoying and I failed my third ascendency because of the slow wind up. Does anybody know what’s causing this and if it’s fixable? I should mention sometimes it doesn’t even wind up but it does most of the time.
