Good but not great? If it's for use, you can definitely use it until you find or buy a better one. For selling, I kinda doubt you'll be able to make more from the wand than what you'd make farming content until it sells. 

really needs at least lvl 18 spellslinger and a +5 to spell skills to be amazing

For spells levels are the number 1 thing to look for, you can get +4 all spell, but in general this is a good wand

It's decent for sure, generally cast speed would be better than crit dmg though. I'd guess you could do t15s with this and maybe some low tier pinnacle bossing, not sure how well it'd hold up beyond that though, have to test and see.
