You have unfortunately already fucked up. 

The way you deal with affixes unless there is some specific way to get something or affix level is very restrictive is start with rarest affixes till common ones. 

Cast speed is a 1000 weighted affix which makes it common.

+4 is 100 weighted affix which makes is very rare (10 times less likely to appear compared to cast speed).

You almost never want to fracture desecration - as it's a way to obtain an affix which would be hard to obtain otherwise. 

What kind of sceptre do you actually want to craft cuz there is no point in giving you mirror tier craft theory of you aim at average one 

I played Navira this league. The most important things on the sceptre are:

• +minion levels
• +minion damage
• +spirit%

Everything else doesn't matter nearly as much as the above three. Should focus on getting these as high as possible as anything else doesn't make too much of a difference.
