That’s a poll tax which is…unconstitutional. Poll taxes are unconstitutional in the United States. The 24th Amendment (1964) prohibited them in federal elections, and the Supreme Court ruled in Harper v. Virginia State Board of Elections (1966) that they are unconstitutional in state and local elections under the 14th Amendment's Equal Protection Clause.
