We had a no-notice hijack drill on a USAF base one time. The base general was on the plane with full flaps down as they taxi, (a signal that they are being hijacked). The air traffic controller says, “Shadow 01, your flaps are down, you’re not being hijacked, are you? Lol”

That was a short career for Airman Snuffy.

Just for anyone else, most taxis also have a small red light that when lit means you should call the police to assist them. It's usually for riders making the driver feel unsafe, and probably what's happening on this bus.
