This is the plan. All those oil tankers are rerouting to Venezuela. The longer the straight is closed the better. If it's closed long enough people still might not bother once the market shifts to a more stable route and supply. It's a short term bargaining chip for Iran but one that will ultimately harm them if they play it too long.
