That's a "soothing mechanism" some people use when they talk. It indicates intense stress. Their body is hovering right on the line between fight and flight, hence the body movement.

Anyone can watch for this in their daily actions. When someone starts to slightly rock back and forth as they talk, they are nervous. If it is a delicate conversation make sure you are out of their punching range, they're about to lose it. Or, at the very least, piss their pants.
