At least two mistakes were made here

I worked as a Park Ranger for a couple of years and some of the most severe injuries that happened in the park were because of people constantly fucking around on golf carts. There seems to be a complete disconnect that it is still several hundred to a thousand pounds of vehicle and some can get moving pretty quick.
