If these people are actually buying refundable tickets and going through security she needs to contact the TSA public relations office and explain what’s happen to her. They do not want people in the secure area harassing passengers.

I used to work for the TSA pen testing checkpoints at airports. I don’t remember exact details, but buying a ticket with no intention of flying just to gain access to the secure area may constitute a crime and carry a fine.
