ITT: people who have never reported a non-emergency in their lives

I can confidently say that because if you had you'd know

1. You don't call 911 to get to the non-emergency line

2. The non-emergency number is a normal phone number so you have to look it up. No one is calling it by accident.

3. You will be on hold for a very long time whenever you call non-emergency when its manned by humans.

4. A lot of places already flat out got rid of their non-emergency lines and turned them into an online forms.

Also, the video repeatedly says humans still answer 911, its only if you call the non-emergency line you get AI answering. The part about "if the AI senses you're calling about an emergency it will re-route you to 911" means if you're dumb enough to look up and call non-emergency for an emergency instead of 911 the AI will transfer you to 911. That's almost certainly faster than if it was manned by humans because, again, non-emergency lines will make you sit on hold for hours.
