Law enforcement, at least not local law enforcement, is not threatened by feeding the homeless. Law enforcement in general has few resources to offer the homeless. Where I work, there is one shelter in the entire region with a long waiting list. Often the homeless are not interested in such resources, but the times that I’ve had people in need who wanted such help, I’ve had very few resources to offer.
