This woman kept on getting fined $45 by the HOA for her brown bushes so she decided to spray paint them green

This sounds a little too outrageous to be true. Does a HOA really have the authority to just fine people left and right for tiny infractions like this? I’m guessing there’s probably some racism involved in this case?

Edit: I’m not from the US and in my country the only time you could get fined for anything remotely close to this would be if something on your property posed a safety hazard and it would be the city or local council who had the authority to issue fines.

I don’t get the point of HOA fines for landscaping.

What’s the point of having an HOA if you aren’t even going to manage common areas and landscaping at scale via a contractor for cheaper than if everyone did it themselves?
