Thr go-away price. Sounds like a trades person over bidding on a job they don't want to do, but will if they get paid a stupid amount of money.

So I’m going to say it’s more likely a misprint.that looks like the type of menu a place that specifically caters to tourists has.
I'd just take it off the menu, and not entertain annoying entitled tourists.
Edit: the chicken nugget and mac and cheese adults have found me. Can ya'll please stay home with your bags of tendies and leave the rest of the world untouched by your mental illness.

I'm not American, I'm British, but I wouldn't touch a restaurant with a menu like that. It screams mediocre food sold at ridiculous prices.
You look for somewhere away from the main streets, the narrower and more nondescipt the road is, the better. They should have a short menu with regional/local dishes on and preferably in Italian (you can ask for help or use your phone to translate). If there's locals eating there, that's generally a good sign
Anywhere that has to have people out front to lure in customers or a lot of empty seats is one to avoid

It's a single restaurant menu >>> jumps to conclusion that if anyone from the US goes to Italy and orders macaroni from anywhere it will be outrageously expensive...
Don't let your ego get in the way of making a profit. Start a "Maccaroni D'Italia" restaurant that only serves macaroni dishes and charges a reasonable amount for it. You can still run your normal Italian restaurant but don't serve macaroni.
