My most gracious interpretation is that shes drunk , trying to be funny, and oblivious to the guy kneeling with a ring out. Instead of realizing the bit failed she doubles down on it because she wants people to realize its a joke but its not happening

I think the lady is drunk and thought something else was going on. Her actions screamed playful more than hurtful and mean, you can see someone explain to her what is going on and her demeanour changed
