Does the gray "Invite" button in the LIVE comment feed mean they are currently watching, or is it an automated suggestion?

A username appeared automatically beside a gray “Invite” button in the broadcast’s comment feed, without a “joined” notification or any menu being opened. This account isn’t a follower, its profile hasn’t been visited, and it entered one previous broadcast weeks ago. Does that button indicate current viewing?
