How are users in USA still posting on tik tok like nothing happened and how are they doing that

They never deleted the app
They never deleted the app. It's still banned, that's why you can't download it on the app store. Also, look at the dates that they posted it. Were the videos posted before 1/19? Are they American users? Sooner or later, the app will start to glitch because there's no way to get updates on it.
Because we never deleted the app. It’s not “technically” banned anymore. The extension gives TT more time to work out a resolution. As long as they never deleted the app it is still fully functional. It just can’t be updated.
It was back up and running here in like 12 hours.
I saw someone on Facebook marketplace in my area selling a 40 inch tv with tik tok installed for 7,000 USD. If you didn’t delete it they didn’t take it, and now people are doing anything to get it back apparently lol.

The simple answer, they never deleted the app. Although the app seems "unbanned," it's not, the servers just went down for 12 hours. So, in other words, the app isn't available in app stores, meaning it will not be updating, which will eventually start to glitch heavily and get corrupted due to lack of updates. I honestly deleted the app in part because of the lack of update part. I don't want corrupted/glitchy apps.
Tbh, it was something that I had planned the deletion of the app since the bill was signed in April.
In conclusion, the app works for people who already have it in their devices, it's just unavailable in app stores. I think the servers shutting down was a stunt pulled by the Ceo of the App and the government to upset the public. Attention is what they want.

Because of how the ban was set up, basically.
The law never required TikTok to shut down their US servers. It required the US-based companies that distribute and support the app to stop doing that, the most obvious being the app stores that host it for download.
Because Apple and Google aren't complete idiots, they realized that Trumps ban extension is likely illegal and are being careful. The fees they would be facing if found in violation of the law are high enough to bankrupt them. They'd be fined for each download of the app, potentially including downloads of updates. That's a huge amount of money.
Eventually, without support and updates, the app would become more and more broken as the version that users have on their phones diverges ever more from the up-to-date one. And when you get a new phone for whatever reason, the app wouldn't be on it at all. The user base shrinks over time, that means less ad revenue and sponsorships, until eventually it just dies out or shrinks down to a userbase so small that it's irrelevant.
