Why do posts not get recommended because of low quality even though people post similar things?

The main example I am talking about is when a meme format goes viral if I try uploading the same meme but obviously with my own caption it then it doesn’t get recommended. I’ve even tried turning the photo into a 10 second video with transitions in capcut and still doesn’t get recommended. Any ideas?
