Lemon8 not available internationally !! how come

its weird I've never seen a social media app that is not available for all countries .. i like lemon8 but i can't have it here in the UAE .. my question is why its confusing i mean its 2 years old or more app but still not available internationally what is the reason (am not asking how to download it through 3rd party cause i did) its why ?
