Drafts

I’m currently switching from iphone 15 to 16 pro max. The last phone switch uploaded all my drafts but this time my new phone has none of my drafts luckily before deleting everything out of my old phone i checked and they’re all still there. I uploaded some of them but now it’s not letting me upload it keeps saying upload failed and save back to my drafts. I read somewhere that this is a ban from posting for 24 hours since my only option is to post them privately. Is this a ban JUST for 24 hours and then I can post as much as I want privately?
