Not at all asking for likes or follows. Long story short: made an app that lets people easily make nonprofit donations. I started posting content on my social media to talk about the projects we have on our new platform.
Right now main objective is to raise awareness about the projects by trying my best to post good quality content, and not focusing too much on marketing yet. Trying to share informative stuff in a lightweight way, and especially staying positive, and hopefully even inspiring. In some ways similar to "good news" types of channels, some of which are quite successful on TikTok and Instagram.
I totally understand that my account is new and I just started posting. But I don't believe that your followers number makes a difference on the performance of your videos, but I may be wrong. In any case my latest videos are still shown in the FYP of at least 100 people, and since TikTok is not pushing it further, that means it didn't get enough "attention" from those first 100 viewers, whether through watch time or engagement. I'm reaching my target audience, so that's not the problem (see analytics screenshots).
Which makes me wonder, maybe people just don't care? On average, I mean. Not everyone, but if we assume the TikTok algorithm is decent at understanding what we like or don't like, that basically means what the "algorithm" truly is - is simply a reflection of the "market's" preferences. The viewers' preferences. TikTok would want you to have millions of views even more than you do! But they can't force feed content to a majority of people if that majority is, generally, not so interested in it.

Most of us already left TikTok. Or the demo that would care about this kind of app, anyways.
But the real answer - you might appear to be reaching your target audience, but data from 51 likes isn’t really statistically significant. While you’re right that followers don’t 100% = views; it still definitely has an impact.
If you want TikTok to “push your content” as you say - you’re gonna have to pay ‘em.
