It just means that people in that specific audience have come across your video in their FYP through the tags you may have attached to it and saved the video but then kept scrolling. There are also bots in place as well that occur here and there and they can also attribute to random saves on videos. If you have that many saves with low to no likes, it just means that the algorithm isn't pushing your video very hard to your specific audience so just spam post with a bunch of different videos in that same style to up your chances of being discovered by more users.
