Why are comments that are just emojis being censored and removed

I have reported a certain "Creator" on TT, for underage users, drugs, scamming, doxxing, racism, and driving, on live, while intoxicated?! What is the criteria to get someone banned on that app?! Very frustrating...

Im from uk, and i see alot of bully harassment are happening on TikTok. Some tiktokers use someones photo on green screen and they carry out alot of abuse on that person with people watching on live. There are so many fake profiles using peoples pictures to bully, harass and defame them. How does TikTok handle those complaints. As when I report nothing happens

A few of the people I follow are getting impersonators asking for money or adding shady links. When I complain they say “Doesn’t violate Community Standards”. Why is it only TikTok does something about celebrity impersonators but NOT the people we follow?

There should be a line? “Who are they impersonating? _____(fill in user name here) _______

Why doesn’t reporting videos do ANYTHING. Everything comes back no violation when clearly there is something reportable about it. And how come we can only report comments under one category now, not two?
