Could be something to do with the country they're in.

Here’s a tip: Open your notes app, type out the message you want to post, copy the text, then paste it in the comment section of the TikTok video. I’ve done it several times and people kept spamming me asking HOW - I never shared until now 🤭…Not sure if this trick works for Android users but it works in IOS.
