Question about being blocked

So we all know this is what it looks like in your inbox when that person has blocked you, right? There have been times in the past where their picture and name shows up for a brief moment and once refreshed it returns to this ^. Just a moment ago I checked their profile and I could see their picture, name and even follower/following number till I refreshed and once again back to the default profile picture "blocked" state. Is this a glitch on Tiktok's end or is this person unblocking to stalk me then re-blocking me?
