why does tiktok suggest people you KNOW to you even if ur contacts and suggestions are off??

like this is sooo annoying . i just made a new tiktok and i made sure not to turn contact suggests, anything of the sort on. i made the account w my number and guess what?? EVERY suggested person or person i may know is someone of who i have their number. this is the most irritating shit to meeee how can i make it so they can’t see my account??
