To the people who can comment photos HOW!!!

I have tried everything.. I have redownloaded my app which caused the one account where I had photos to no longer give me the option and my other accounts to still not have the photos feature. I updated my app to the newest version still nothing. I emailed support last week just for me to get an automated email and no response afterwards. I even created a new account to see if it would allow me to comment photos (it didn’t). HOW DID YOU DO IT!!!!
