Best video upload quality?

1080p? 1440p? 4k?

30fps? 60fps?

I'm uploading from an android which I know already does worse compared to an iPhone. What's generally considered better for tiktok? Is it better to upload at it's highest quality and let tiktok compress it down or use something like Capcut/Instagram Edits to re-download the video at a recommended resolution?
