Completely theoretical but I think I know a pretty good way of gaining followers on TikTok

Basically just comment funny and witty stuff or anything you think has a good chance of being popular. Your comments are a billion times more likely to be seen by others and even comments with only a few hundred likes give me many profile views. I don’t post anything but still get a few follows occasionally so if you’re actually making content consistently even if it’s not particularly great I’d imagine a good percentage of profile viewers would follow aswell.
