What's the point of "Add Location" if I've already setup "Targeted Locations"?

I recently just found out about targeted locations feature for uploading content. So I tried selecting some locations before posting, but there's still this option for adding location in the main settings. I ignored it and now my friends can't see my video at all. Must I add location or what? Am I missing something? I'm so confused
