High views but low engagement? How is that possible?

I started posting on tiktok consistently a month ago and went from 1-2k views on my videos with 100ish likes to 6-10k views recently but maximum 300 likes. This video blew up last night but the like to view ratio is awful. I thought tiktok only pushes out content if it has good engagement, so whats going on? Is it a glitch?
