Can someone block you on Tik tok if your not logged in and have an account?

don't even have a tik tok account, so obviously not logged into one. But I was looking at someone's videos out of curiosity. then all of a sudden it says a message "couldn't find this account" I was like huh? Did they block me? How are they able to know I'm viewing thier videos 😭
