Who is this guy? And why is he screaming all the time & getting a lot of roses & galaxys donated?

Everytime I'm on tik tok I see him & other people imitating the same game and just screaming and getting tons of galaxies and roses donated. Am I missing something? Or do people just donate roses & galaxys to a sweaty old man screaming at the screen?
