Why is TikTok report system so bad?

So I have reported a few TikTok’s lately for literally nudity or worse, and the reports come back no issue found! How do I even escalate this to get these videos off TikTok. Their report system is the worst. In a world where we need to be doing more to safeguard why are they making it impossible.
