Why doesn’t “report a comment” function work?

I report disgusting harassing and bullying comments all the time and not once have I ever been successful. The comments I report are quite literally vile. What is wrong with the tiktok report function? Why doesn’t it work? Is there a secret to it? Like, reporting under the bullying and harassment reason definitely doesn’t work. Should I use another reason which might lead to more successful results?
