Has anyone actually managed to fricking recover an old hacked and cringe account?

I have a friend whom have made really cringe videos which we want to OBLITERATE from TikTok, but we never managed because she lost the phone, the facebook account, and it all happened when she was 15 years of old.

And it seems someone KNOWS it is cringe and is bumping follower count to make sure it is the first thing that shows up when searching for her name online. She is trying to make other content but this keeps showing up. We never managed to ban this account, I'm looking for some case that had success for banning this kind of account, because she was able to delete all other social media accounts without having access to them, EXCEPT FRIKCING TIKTOK, that insists on making it live and not even banning it for buying followers.

I need someone to tell me an approach that I should have for this, because I'm considering the judicial way already.
