Can't receive verification code outside of China?

I joined RedNote back when the Tiktok ban was first supposed to happen, then had to delete the app for space. now a few months later I've reinstalled and can't log into my account. I had to make a new one by logging in with Google, but that's not enough to comment or post. I contacted support, followed their steps - which didn't work for me - but they did give me an email to contact beyond the app. this is the email I got back from support:

1、检查短信是否有被拦截软件拦截，在垃圾箱查看短信，或者卸载拦截软件。

3、手机欠费停机后充值复机第一天无法接收SP短信（欠费停机，缴费以后一般是24小时恢复的，基本是24小时以内。建议您更换手机号码或者第二天重新获取）

now these also don't work/apply to me, so I'm posting this here to see if it works for anyone else having this issue. on RedNote's end it says the verification codes are going out, so maybe my phone carrier is blocking the texts? but people in other countries are having the same issue. not really sure what's going on here tbh
