What is with the five hashtag limit

What is with the five hashtag limit. And before you say that everyone has it. I’ve been hearing from people a variety of things. Some are saying they don’t have limits. Others are saying the limit is 10 or 7. And some are saying they can’t do hashtags at all. What’s going on?
