Tik Tok's implementation of photo comments are beyond awful

Like, why is it made so that only some people can post photo comments, but not others? Why not just make it a feature for everyone right off the bat? I was actually able to post one earlier, but then deleted it wanting to move it elsewhere, and then it wouldn't let me again. Like why?
