What is the purpose of these random lines overlaying stolen videos?

Pretty sure it’s to be able to have copyrighted video. They use it a lot on reaction videos

It's an attempt to make the video different enough in every frame that the AI won't detect the video has been uploaded before and that the version they uploaded is stolen.
