why dont i have the option to delete it for everyone?

Probably just the same reason a lot of platforms don't let you do this:

So the recipient still has a copy of whatever you sent, in case they need to report you for harassment, or anything else.

Has it been a long time since you sent the message?

I think if it's less than 15mins it will show. At least that's how it is for IG
